Ghouls, mahluk misterius yang memakan manusia, saat ini sedang bersembunyi di Tokyo.
Di dalam markas rahasia “Aogiri Tree”, sedang terjadi pertempuran yang sangat hebat antara Aogiri, CCG (The Commission of Counter Ghoul) dan Anteiku. Pasukan CCG yang beranggotakan Yukinori Shinohara, Iwao Kuroiwa dan prajurit lainnya berusaha keras bertarung melawan SSS-rate ghoul “Fukuro”. Sedangkan, Pasukan Anteiku yang beranggotakan Uta, Renji Yomo, dan Shu Tsukiyama sedang bertarung melawan Noro, salah satu pemimpin dari Pasukan Aogiri Tree.
Di sudut lainnya, Touka Kirishima harus berhadapan dengan adiknya sendiri Ayato, ia harus bertahan dari serangan adiknya yang lebih kuat dari dirinya.
